Happy New Year ... and new for 2023!

I, along with the Town Board, want to wish you a happy and a healthy New Year and all the best in 2023.  I hope you had an enjoyable holiday season, spending time with family and friends, and of course, enjoying fun and delicious celebrations! I hope you also found time to enjoy the beauty of our Town, whether that be walking along our trails, or spending time at our parks or our fabulous ice rink.

For 2023, I plan to introduce a new monthly feature in my e-newsletter. Each month's edition will include a section focusing on a different Town department. I feel it's important that the residents know what each department does to have a better understanding of Town operations and how each department's work impacts your quality of life.

NYS Thruway U-Turn Project Completed... Early!

I am delighted to announce that this past December, the NYS Thruway Authority, at the Town's urging, completed a new U-Turn near Exit 17 of I-95 in the Town of Mamaroneck.


The newly constructed U-Turn is located about 600 feet south of the prior U-Turn. During heavy traffic, firetrucks and other emergency vehicles entering southbound I-95 at that location had difficulty crossing the three southbound lanes to access the U-Turn in order to respond to incidents on northbound I-95. In those cases, emergency vehicles had to travel more than 2 miles south to the next exit, leave the highway and then re-enter I-95 in the north bound direction, adding up to 10 minutes to their response time.


The NYS Thruway Authority, working with State Senator Shelley Mayer, State Assemblyman Steve Otis, my office and the TMFD, were able to accelerate the completion of the new U-turn. This newly relocated U-Turn, initially requested by our Fire Department, will provide our firetrucks and other emergency vehicles a safer location to access and cross I-95 while helping them reach emergencies more quickly. Our First Responders’ safety is of paramount importance as they keep us safe each and every day. We are grateful to everyone who recognized the significance of this much-needed project and saw it through to swift completion.

Grant Awarded!

I am excited to announce that the Town applied for and was awarded a $300,000 grant from the County for a comprehensive study of our storm sewer system!!  This grant is a first!  It will be the first time the Town has done a comprehensive evaluation of our storm sewers and the first time the Town has received grant funding to conduct such a study. 

The evaluation will provide the Town with updated record maps for our storm sewer network, identify current defects and provide recommendations for construction projects that will reduce the occurrence and extent of flooding. This is a big first step in alleviating the repeat occurrence of flooding events in our Town!  I want to thank County Legislator Catherine Parker and County Executive George Latimer for including these much-needed funds in the 2023 County Budget and for always partnering with the Town.  I also want to thank Town Engineer Rob Wasp for shooting for the stars with me!

2023 Town Budget Update

The 2023 Budget was adopted by the Town Board on December 19, 2022. The Budget reflects the continuation of our fine Town services, with a particular emphasis on technology upgrades and capital improvements.  Unfortunately, it also reflects the large increases we are all experiencing in insurance, utility and supply costs that are beyond our control.  The Town is doing everything possible to mitigate these increases.

The 2023 Adopted Budget totals $59,280,376 which is an increase of $6,098,921 over 2022.  This increase is largely a result of contractual obligations and the Town’s need to improve its technology, capital equipment and infrastructure.  In addition to the tax increase, the budget is funded by a $3.4 million fund balance appropriation.

The tax levy increased by 3.84% and is a function of those expense increases and available non-property tax revenue.  As a result of the increase in assessed values of properties within the unincorporated area, residents will see a tax rate decrease of 2.11%.  For property owners within the unincorporated area with an average assessed value of $1.408 million, their property tax obligation to the Town will increase by $402.  Properties within the Villages will see a tax rate increase of 1.4%.  For property owners within the villages with an average assessed value of $1.408 million, their property tax obligation to the Town will increase by $12.

It is important to note that this is based on an average value and all individual property tax bills will vary depending upon their particular assessment when compared with this average.

Senior Center Services

Did you know that -- in addition to the fun, the exercise classes, lectures, movies, holiday events and trips -- the Town of Mamaroneck Senior Center offers valuable and sometimes crucial services to assist our Seniors?

  • Transportation to/from medical appointments, grocery shopping and the Senior Center.  Our transportation services can be found on this page.
  • “Meals on Wheels” program, provides a nutritious midday meal to Seniors living in our tri-municipal community.  Please call 914.381.7849 or click here to find out more about this program which is currently accepting new clients. 
  • Senior citizen future rent increase exemption for qualified seniors.  Information can be found here

If you know of a Senior who needs one or more of these services but does not have access to a computer, please inform them about these services provided by the Town!  For information on the Senior Center, please contact Stephanie Hart at 914.834.8840.

Holiday Luncheons with our Seniors!

The annual holiday party that was held in December was practically a sold-out event at the Senior Center.  It included an appearance by a dancing Santa as well as our County Executive George Latimer and NY State Senator Shelley Mayer.  The New Year’s Party held last week was another terrific Senior Center luncheon. I thoroughly enjoyed visiting and socializing with our Seniors.

Our Town Needs You!

Please consider volunteering for the Town.  The Town is looking for qualified residents for the following:

  2. Coastal Zone Management Commission
  3. Housing Authority
  4. Architectural Review Board (Alternate)
  5. Recreation Commission
  6. Planning Board

TMFD Needs You!
Are you age 14 or older, and looking for a way to volunteer and give back to your community?  The Town of Mamaroneck Fire Department may be the perfect answer!  The TMFD is always looking for new volunteers.  To learn more about volunteering, please call them at 914.834.2192 and press 3.

Coastal Zone Management Commission is comprised of eleven members, each serving a term of three years.  It was established in 1986 to monitor and coordinate the implementation of the New York State approved Local Waterfront Revitalization Plan.  The Commission weighs in on proposed development in the watershed area.  Residents of the unincorporated area of the Town and the Village of Larchmont who have a demonstrated knowledge in the areas of conservation, drainage and groundwater issues, or the effects of development on the environment are encouraged to apply.  Meetings are held on the fourth Monday of the month at 7:30 p.m.

Housing Authority is comprised of five members, each serving a term of five years. It was established in 1992 under the Public Housing Law of New York State to provide affordable housing within the Town. The Housing Authority works in conjunction with the property management company to oversee the operations of the Hommocks Park Apartments. An interest in affordable housing or experience in property management is preferred. Meetings are held on the first Monday of the month at 7:00 p.m.

Board of Architectural Review is comprised of five members, each serving a term of three years.  It was established in 1990 to review exterior plans or modifications to all structures except one-or two-family houses.  All members of the Board of Architectural Review shall be specially qualified either by reason of training or experience in architecture, land development, city planning, real estate, landscape architecture, professional property values or other relevant business or profession or by reason of civic interest and sound judgment, to judge the effects of a proposed building or alteration or remodeling thereof upon the property values and development of surrounding areas.  Meetings are held on the third Monday of the month at 7:30 p.m. 
 
Recreation Commission
The Recreation Commission was established in 1954 to review and recommend recreation programs, activities, and the development or expansion of facilities. The seven-member Recreation Commission is comprised of residents from the unincorporated area of the Town, the Village of Mamaroneck and the Village of Larchmont. To maintain the representative balance of the commission, at this time we are seeking members who reside in the Village of Larchmont.  
Meetings are held on the second Tuesday of the month at 7:00 p.m.

Planning Board
The 
Planning Board is comprised of five members, each serving a term of five years. It was established in 1954 to review plans for the development of vacant areas, streets, and parks taking into account the environment, neighboring properties, traffic and parking. It reviews permits for subdivisions, site plans, freshwater wetlands, and special uses. At this time, we have an opening for an alternate member. In order to maintain a qualified and diverse board, we are currently seeking candidates with construction, engineering or architectural expertise rather than legal knowledge of this subject. The alternate serves an important function and may be called upon to vote on applications when a quorum of members in not available. Meetings are held on the second Wednesday of the month at 7:30 p.m.

Upcoming Town Board Meetings

Town Board work sessions and regular sessions are held in person and the public is welcome to attend.  Town Board meetings are broadcast on LMC Media (channel 76 for Optimum customers or channel 35 for Verizon customers) and online at https://lmcmedia.org/.  

  • Wednesday, January 11, 2023, the work session begins at 5:00 p.m., at the Town Center, in Conference Room D, followed by the regular session that begins at 8:00 p.m. in the Courtroom.
  • Wednesday, January 18, 2023, the work session begins at 5:00 p.m. at the Town Center, in Conference Room D, followed by the regular session that begins at 8:00 p.m. in Conference Room C.
